Chamber of Congress suggesting a tax on mileage

It seems the federal Highway Trust Fund is runninng out of money and so the Chamber of Congress is suggesting a new federal tax based on miles. They are also suggesting the 18 cents a gallon federal tax be indexed for inflation. Proponents suggest this money is being used on the upkeep of roadways, so people should pay their fair share based on use, rather than mpg.
