Those who want to take advantage must obtain a green placard to hang from the rearview mirror. All other rules must be followed, including parking for only the time alloted at the meter.
San Antonio joins a growing list of cities and states encouraging the use of hybrid technology. By allowing drivers to park for free, they hope to raise awareness of the environmental considerations revolving around cars.
The program expires May 3, 2007.
