According to the MercuryNews, hybrid car owners can still get their hands on some of those carpool stickers for solo access to the HOV lanes.
10,000 additional stickers were added started January 1st. Since then just under 6,000 stickers have been sent out and close to 2,000 stickers are being processed. About 2,100 stickers are still available for anyone driving a Honda Civic Hybrid or Insight or a Toyota Prius.
California restricted access to those hybrid cars that get 45 mpg or better on the highway (EPA standards). Only these three hybrid cars available made the cut, which is why Ford and GM are suing to gain access.
