As part of the economic stimulus plan, Senate Democrats attempted to attach tax credits for auto companies that don't have taxable income. The measure failed to get the 60 votes needed to end debate and move to final passage.
The plan would have allowed money losing companies to collect tax credits they can't use now when they don't have taxable income.
It's not clear if this was aimed specifically at the auto companies, but it would obviously benefit them.
