Toyota Wants to Build the Camry Hybrid in China Soon

Toyota is looking produce and sell the Toyota Camry in China in the near future. The announcement came at a press conference attended by TMC President Katsuaki Watanabe at the 13th Shanghai International Automobile Industry Exhibition, held at the Shanghai New International Expo Center.

Hybrid car sales have been slow so far in China, where Toyota dropped the price of the Prius. They had a sales goal of only 1,500 in 2008. The Prius is built in China, but key hybrid components are shipped in from Japan.

Other hybrid models in China include the Lexus LS, GS and RX.

I don't get it. If they know that the sales of hybrid cars are low on China, then why continue to build another hybrid car there? Wouldn't it save them a lot of time and money if they just keep the production in Japan?

I can think of a few reasons. 1) The cost of production is probably lower, 2) the market in China is potentially huge and 3) they are probably hoping China will follow through on fuel economy rules they've been talking about for a while now. If that happens, demand will skyrocket.
